忆及卡特，美国弗吉尼亚大学名誉教授雷朴实(Bruce Reynolds)在接受中新网采访时表示，卡特为人正直、聪颖，他训练有素，且做事尽心尽力，是一个以事实和分析做判断的人。
雷朴实指出，卡特一生都在倡导和平，始终坚信应该做正确的事，他的勇气有助于推动中美两国建交。卡特坚信，这些举措是正义之举。(薛凌桥)
Jimmy Carter, who served as the 39th president of the United States from 1977 to 1981, died on Dec. 29, 2024, at the age of 100. Among Carter's many diplomatic achievements during his presidency, perhaps the most notable was promoting the establishment of diplomatic relations between the U.S. and China.
Recalling former U.S. president Jimmy Carter, Bruce Reynolds, a professor emeritus from the University of Virginia (UVA), told China News Network that Carter is a man of morality, intelligence. He is well-trained with committed attitude throughout his career. Besides, he is a man believed in facts and analysis.
Reynolds further pointed out that Carter is committed to making peace all his life and he is persisted in doing right things. He added that it is Carter’s courage that makes the establishment of the diplomatic relations between the U.S. and China possible, In the eyes of Carter making peace represents doing right things . 农业农村部派出3个由司局级干部带队的工作组和7个科技小分队，赴河北、山西、江苏、安徽、山东、河南、陕西7省，指导各地做好抗旱准备和应对工作，保质保量完成夏收夏播。
截至6月13日，全省大、中型水库可用水总量40.48亿立方米，储量充足有保证，按照6月底前无有效降雨的最不利因素考虑，可放水7亿立方米用于抗旱灌溉；南水北调中线工程、大中型水库及河道供水正常，地下水源较充沛，能够满足抗旱需求。5月下旬以来，对全省98.72万眼农田建设灌溉机井和56.85万项灌排沟渠设备进行全面排查，及时修复损坏设施，确保抗旱灌溉需要。省财政近期专门安排3000万抗旱专项资金，支持各地开展抗旱工作。
连日来，受高温少雨天气影响，黄河流域甘肃、内蒙古、山西、陕西、河南、山东等省（区）出现不同程度的旱情。针对流域相关省（区）旱情，黄河防总和水利部黄河水利委员会（简称黄委）第一时间分别启动抗旱四级响应和干旱防御Ⅳ级应急响应；自6月14日17时起，针对河南省启动干旱防御Ⅲ级应急响应；要求各相关单位落实落细各项抗旱保供水措施，做好旱情持续或进一步发展的应对准备。
